July 2019 Board Minutes

Geneseo Public Library District
Board of Trustees Meeting
July 8, 2019

The Board of Trustees of the Geneseo Public Library District met in Foundation Room A at the library on Monday, July 8, 2019.   Secretary Carol Luciani called the meeting to order at 6:32 pm.  Trustees in attendance were: Janet Klavohn, Carol Luciani, Paul Pardo, and Kim Reynolds.

Citizen’s Input  No citizens were present.  Claire shared an incident report from a patron that fell in the library and cut her elbow.  First aid was administered, and she declined the ambulance.  She came in a couple days later and was fine.  No bills were turned in for this incident.

Secretary’s Report  The minutes for the June meeting were approved as printed.

Financial Report/Bills to be Paid  Kim made a motion to approve bills to be paid.  Paul seconded.  Paul asked a question about the year end financials.  By roll call vote, all members in attendance voted “yes.”

Library Director’s Report  Please refer to Claire’s written report.  She shared information on management styles from the library standards as related to the Per Capita Grant.  Claire also discussed the Annual Statistics Summary (July 1, 2018-June 30, 2019).

Swear in Board Member, Janet Klavohn  Janet took the Loyalty oath of the Library Trustees

Tentative Budget  Jim took questions about the tentative budget that was approved last meeting.  Jim explained the budget process, and how citizens express their concerns regarding any parts of the tentative budget at the next board meeting.  Next year’s levy will be prepared in October.  Kim made a motion to approve the tentative budget, Paul seconded.  By roll call vote, all members in attendance voted “yes.”

Landscaping Plan  Steve’s Nursery will clear out the thistles that have invaded the bushes in front of the library’s sign and prepare the area with liner and river rock so it doesn’t happen again.  Motion to move to accept this proposal for landscaping as written from Steve’s Nursery by Kim, Carol seconded the motion.  All those in attendance voted “yes.”

Snow Shoveling  Claire signed a contract with Simple Man for shoveling sidewalks at the same rate as the previous company.   Blizzard Busters will continue to plow the parking lot area.

Insurance  Bethany WInkleman from State Farm gave a quote, and another quote will be coming in from Linda Shipman from Hanford Insurance.  Insurance is not due until October.

Computer/technology/Network back-up person:  Chris Gillette will be trained as the backup for Chris Sellman.  In the budget, the parameters will be 15-20 hours a month.  Chris Gillette will be permitted 10 hours per month.

Webpage:  Deb Wyffels currently does the webpage.  Ellen Moore is her backup.  The board needs to determine how many hours per month is needed  to do the webpage.  Kim suggested asking Deb how many hours she needs.  It was determined that Deb would be permitted 10 hours per month and Ellen would be permitted 5 hours per month.

Staff  When a staff member retires, they can be hired back part time if they have an area of expertise and a unique skill set that is needed by the library and no current employee has such a skill set.  For example, Jolene is hired part time as the library historian.  Deb is hired part time as the webpage administrator.  When a retiree with a necessary skill set  is hired back to a part time position, this board has decided that they need to come in to work their hours when the library is open, and will not be issued a key.

Adjournment  With no further matters before the board, the meeting ended at 7:52 p.m.
